1. Our Commitment
The Upper Waitematā Marine Centre (UWMC) is owned and operated by the Hobsonville Point Marine Sports Recreation Centre Charitable Trust (HPMSRCCT).
We are committed to providing and maintaining a safe and healthy environment for:
Members
Licensed Organisations
Volunteers
Contractors
Visitors
Workers
Event participants
No activity or objective will take priority over health and safety.
2. Our Role
UWMC operates as a landlord and facility provider.
Licensed Organisations (such as Hobsonville Yacht Club, Westlake Boys High School Rowing Society and others) operate independently under lease or licence agreements.
Each Licensed Organisation is responsible for the health and safety of:
Its own members
Its workers and volunteers
Its activities, including on-water operations
Off-site launching or marine activities
UWMC coordinates health and safety across shared spaces and common areas in accordance with the Health and Safety at Work Act 2015.
3. Legal Framework
UWMC and all organisations operating from the Centre comply with the Health and Safety at Work Act 2015 (HSWA).
Under this Act:
Health and safety is a shared responsibility.
Multiple PCBUs (Persons Conducting a Business or Undertaking) must consult, cooperate and coordinate where duties overlap.
Risks must be eliminated or minimised so far as is reasonably practicable.
4. Our Health and Safety Approach
UWMC is committed to:
Maintaining and continually improving our Health and Safety Management System
Identifying hazards and managing risks proactively
Consulting with Licensed Organisations and users
Providing appropriate signage and emergency information
Ensuring first aid provisions are maintained
Recording and investigating incidents
Supporting continuous improvement
Reviewing this policy annually
5. Key Elements of Our Health and Safety System
Hazard and Risk Management
Identification and assessment of hazards within shared areas
Maintenance of a hazard register
Implementation of appropriate control measures
Incident Management
Reporting and recording of accidents, injuries, and near misses
Investigation of significant incidents
Implementation of corrective actions
Emergency Management
Emergency response procedures displayed on site
Evacuation plans and assembly points clearly identified
Regular review of emergency preparedness
Injury Management
First aid equipment maintained
Support for injured persons
Appropriate reporting and follow-up
Continuous Improvement
Ongoing review of systems
Board oversight
Audit and review processes
6. Health and Safety Coordination
UWMC operates a Health and Safety Committee made up of appointed Health and Safety Coordinators from:
HPMSRCCT
Licensed Organisations
The Committee is responsible for:
Coordinating site-wide safety matters
Sharing best practice
Reviewing incidents and corrective actions
Monitoring hazard identification
Supporting communication across all users
7. Responsibilities of All Users
All users of UWMC must:
Take reasonable care of their own health and safety.
Ensure their actions do not adversely affect others.
Follow safety signage and reasonable instructions.
Participate in required inductions where applicable.
Use equipment safely and correctly.
Report hazards, accidents, injuries, and near misses immediately.
If you believe something is unsafe, you have the right and responsibility to raise it.
8. Contractors and External Providers
Contractors engaged to work at UWMC must:
Demonstrate appropriate health and safety systems
Comply with site-specific procedures
Coordinate activities with UWMC and other PCBUs
9. Consultation and Participation
We encourage active participation in health and safety matters.

Members
Volunteers
Licensed Organisations
Visitors
Health and safety is a shared responsibility.
10. Policy Review
This Health and Safety Policy will be reviewed annually, or earlier if required due to legislative or operational changes.
Together, we are committed to creating a safe and healthy marine community.
